Most likely, all the PCB cleaner can dissolve PVC sleeve of Cpacitors.

But We don't.  No dissolution of PVC sleeve on capacitors.

Cleaning time:  Very fast, below 5 seconds.

Easily cleanable  to lowest ionic level

No unpleasant smell.

Boiling point:  various cleaner accordingly.
